Resume (Education and Working Experience)

Prof. Leung was the founding Head, Chinese Medicine Division in the Department of Health, Hong Kong in 1997 and he served in that post until 2003.  He was actively involved in establishing a framework for development of Chinese medicine, including regulation, education, research and health services, and in implementing smoothly the regulatory system.  He later served as Deputy Director of Health and Head of the Surveillance and Epidemiology Branch. Prof. Leung was the Controller, Centre for Health Protection before his retirement from the government service in 2016.

Prof. Leung has served for many times since 1997 as WHO temporary advisor in traditional medicine and non-communicable diseases for the World Health Organization.

Prof. Leung is a medical graduate from the Trinity College, University of Dublin, Ireland. He obtained the degree of Master of Science in Public Health from the National University of Singapore. He is a Specialist in Community Medicine, a Fellow of the Hong Kong Academy of Medicine (Community Medicine) and a Fellow of the Royal Australasian College of Medical Administrators.
